Amendments to Integrate Automated and Intelligent Machine-Aided Construction Techniques in Highway Projects

The National Highways Authority of India (NHAI), through Policy Circular No. 11.66/2025 dated April 8, 2025, has introduced key amendments to the standard tender documents and concession agreements applicable to four/six-laning highway projects.


These amendments are intended to facilitate the adoption of automated and intelligent machine-aided construction technologies in the execution of such infrastructure works.


The changes have been incorporated across multiple sections of the bidding and contractual framework, including:


  • Project description

  • Technical specifications

  • Construction standards

  • Relevant schedules and annexures


This policy shift is aimed at promoting innovation, enhancing construction quality, and improving execution efficiency in large-scale highway infrastructure projects.
